Terms of Reference
In a non-election year:

1. to create and/or update the elections procedures, including timelines, for the upcoming election year
2. to recommend proposed constitutional changes for Articles IX (Elections of the Local Executive), X (Elections of Stewards), and XI (ETFO Annual meeting) to the Local Constitution Committee and/or to the Executive

In a Local election year:

1. to consist of a Chief Returning Officer and a Deputy Returning Officer, neither of whom are members of the Local, and at least two members who are not running for election and who shall be appointed by the Executive
2. to ensure that the provisions of Article IX - Elections of the Local Executive of the constitution are adhered to
3. to ensure that the elections procedures, as approved by the Executive, are followed
